Now, I'm not certain, as I've really done no animating of my own, but toying around with Flicster 1.0, it seems that the program is only good for packing and unpacking Civ3 units. It appears the leader heads are in the traditional format that Animation Shop uses, so Flicster really has nothing to do with those. I've never used Animation Shop, but I hear it's easy and delightful.
Also, I've taken screenshots of all the civ2 leader portraits and I've dug through my harddrive a bit and found a leader portrait modpack for CTP1 that could be of some use, I'll upload them later today or tomorrow

There's a guy who posts a lot of leaderheads over at CivFanatics, most of them are WWII era, but here's a thread for a Genghis Khan one. His are quite good quality, though not quite the same style as Firaxis, still it may be worth recruiting him:

Hi guys: After doing a little bit of research and recruiting, I've finally managed to find the Gengis Khan Leader-Head on Civfanatics which looks very cool and another guy over there is so kind to transform pictures I post him into leaderhead-files (until now it's Kasimir and Mehmet)

No, lamentably not. The only leaderhead of him which I'm using is the Gengis Khan Head. The others are not of this quality but they'll absolutely do for our purposes.
