Three-Party System in Democracy
The point of Democracy is that there are several political parties. Which for the sake of reason i shall call the Red Party, Green party and the Blue Party. The Red Party are the "hawks" in the Civ2 game. The Warmongerers. The Green party are the "doves" in the Civ2 game, while the Blue Party are inbetweeners.
Let us presume that the Red party are Right-Wing, and the green, Left-wing.

In a democracy, the people vote for which party they want, obviously. So which party is in power would be randomised with certain modifiers.

If the civ is at war with other civs then obviously the Reds have more chance of getting in power, while if you are living in an extended time of peace Green Politics will thrive in the populace.

This is just a sketch of the idea, there would be more modifiers

For this democracy model I propose a system based on Machivelli-the Prince, a great MPS game.

You can 'buy' senators to vote for your ideas; however you can only buy the blues at a reasonable price, the reds and greens, due to their idealism 'cost' more.

You can only declare peace or war by a vote of senate which you must bribe people to get.

DarkCloud, I suggest that cost of bribe (if this model will have a place in Civ) will not preset higher for some parties.

IMHO, it always depend from the difference from your idea and the political of parties pro or against it: i.e if you are proposing a raise on militar expense probably a "right wing" will be with you, no bribe needed, while a "left party" will be in strong opposition (maybe they'll agreee only if you are in the middle of a defensive war).

Still I'm not sure if I will to manage my government to this point...

Hmm.. maybe you might be caught in an incident, a "scandal" if you will when you attempt to bribe some senators and your government has a chance of collasping.
