There's a new quote showing after posting. It's the one about keeping your mouth shut and be thought a fool... I would have sworn that Abraham Lincoln was the one who said that.

Well, quotes often get wrongly attributed to famous people (Churchill is the absolute master of this).

No, it's attributed to Mark Twain. You should've asked in the Apolyton forum though.
Why MarkG chose this quote when he had a horde a civ-related quotes at his disposal is the real question.
