1) Other great leaders not used, Japan - Isoruku Yamamoto, England - John Churchill, William Slim, France - Turenne, Greece - Themistocles, Germans - Rommel, Russians - Kutusov.
2) The Empty Air concept on Tokugawa's lapels probably refers to the empty self thingie from The Book of Five Rings.
3) A screenie from my first game of Civ3 when I dialled up Tokugawa to arrange peace.

Foreign Characters
I read (Reader's Digest, no less) about a New York restauranteur who put Gentlemen, Ladies, Herren, Damen (sp.) Senor, Senorita etc. on his washroom doors. He finished up with some Chinese characters of the bottom of a plate - that he was later informed said "Chinese Relief".
