Great Idea, Please Read!
I got this idea from the List. I think its great.

Instead of just roads and railways, put it like this:

1. Paths - These would be the beginning, they would be 1/2 movement.

2. The next one would be roads - this would be 1/3 movement.

3. Then Railroads - THis would be 1/4 movement. (change that unlimited movement, too unrealistic, way unbalanced)

4. The next would be Highways, these would be 1/5 movement.

5. And the last would be The Metro, or subway. This would be 1/6 movement.

Special note for railroads - enemies should not be able to use railroads that are in another civs kingdom, unless they capture one or more train stations. Train stations would be automatically placed every 5th squire or so on the railroad, an enemy could capture it in order to use the railway system. Same way with metro/subway.
