Courthouses
On my first serious CivIII gamne (at Monarch, huge map) I noticed that after building a Courthouse in the captured capital of Germany it had no effect so I didnt bother any more. c150 turns later I have 50% or so corruption in this city but still super corruption in all the others. Do courthouses have a very delayed effect? it allowed me to build the FB there which was useful - if i had known i would have built more courthouses.

Overall though corruption hasnt been to much of a pain - playing a commercial civ and with targeted expansion (ie for strategic resouces) I have a strong economy. Think i might use religious civ next game and swap into communism/despotism occasionally to build improvements and concentrate on food production on outlaying cities.
