Framing Doesn't Work

I can't get framing to work. I'm trying to frame an opponent's Pact Brother after draining energy resources. I know in one game I must have tried 15 times or so - the percentage was over 50% and yet it never worked. Bug?

If you are in vendetta with the faction, the framing will not work - in spite of the messages given.

This is a major incentive to call a truce (however much you hate them, or have to give as bribes). Once a truce is called, you can frame them against all their friends and pactmates, and then carry on with your war...
