I, Kassiopeia, nominate myself as the Minister of City Planning.
My guideline will be that our fighting forces, developing science communities and our very own citizens will enjoy a productive and happy life provided by all the Barracks, Cathedrals and Libraries they can desire.
Also I will make sure that our infrastructure outside the cities will be rich of transportation, food and shield production.
And by the way, in case that I am horridly impaled by a gymnastic instrument when attending school, I promise to appoint an able deputy to serve The People until a new Minister of City Planning has been instated.

maybe it's usefull to place a list of the jobs(and next to the job the selfnominated persons,so we can see wich are still available and who is competing for wich job)
Ok I took the Jobs stated on Civ-Fanatics(so you don't always have to go there to find out what a job means),I kept the most but made some little additions/changes.=>comments?Let me know
--> Department heads And Their Duties
President:
Is responsible for actually playing the game. Also gathers info from Ministers on how the game is to be played. Breaks ties and makes decisions that haven't been made by department heads.
Vice President:
Vice President, and takes over in event that President is missing.
=Backup president(I would suggest to make it possible to combine this job with an other==>something like the minister who is in the governement for the 3 time can has this job as special addition.)
His job is also to listen to the grieves of the population and route serious problems to the right governement-departement.
Military Advisor(Supreme leader of our military forces)
Host polls on military actions, defence, and (If war has been declared) war time actions. Reports military decisions to the President.
Since exploration has been done by 'military' or para-military troops(in most of the last 1000 years of our history)I suggest that exploration(ie the uncovering of the map/hunting for huts)is also one of the jobs of the military advisor.Military exploration can be considered as "To Boldly Go,Where No Apolytonian Has Gone Before"
Science Advisorour personal Einstein-Hawking clone)
Host polls about science rates, and technology goals. Both through research, espionage, and conquering!
This is also the person who will be putting up techlines wich could be followed.
Trade Advisor:
Host polls about tax rate. Trade within Cities, and with foregin powers.Use of caravans(Wonders/foodcaravans to speed up city growth/foreign traderoutes/home trade routes)
City Planner :
Hosts polls on what cities should build what. And how workers should be distrubuted.
Has to work closely with Science/trade/military/...
Emperial Expansion Advisor:
Host polls about exploration(this version of exploration is different from that from the military advisor,here the exploration means that territory will be cultivated-> building cities/improvements bringing the teritory in 'culture' wheras the exploration of the military advisor is just looking around), and city expansion. Picking best city places, roads and rails that fall outside City Borders (These are responibility of City Planners)
Foreign Advisor:
Host polls about wars(if we should declare war or not), alliances, trades of tech, gold etc....to other nations. And also Government Types.The Foreign Advisor aka Diplo/Spymaster is also in charge of diplomats and spies.Attacks by diplomats/spies are ordered by the Foreign Advisor(mostly in cooperation with military advisor)
Regular Players:
Their responsibilites are to vote in polls posed by leaders, as well as discuss possible alternatives.
They also can place their grieves by the vice-president.
Historian:
Keeps track of the gamehistory.
Handles the ellections.(I'd suggest this to be a job you have to keep during a longer period,ie not bassed on election)
Also keeps the memberrecord updated.

Expansion Minister and City Planning(city internal development) are two different jobs, at least they are on the Civfanatics thread.
I admit they are closely tied, I already messaged him to strike up a close bond for the early game period....but still they are different jobs.....I'd get to explore / choose new city spots.....he would haggle over what buildings to make, demand I leave settlers longer to irrigate etc etc.........

Of course posts will affect the work of others. Maximizing beakers will necessarily require getting cooperation from whoever places city workers (which is what I actually had in mind...) and builds/sends caravans. Choosing the tech path will only be a part of the task! I think such overlap is what can make the game fun.

I like the idea of a city governor. One player responsible for a city (or group of cities). However, this does conflict with the jobs of the ministerial posts. As the cabinet duties are applied across the land, they take precedence over the local rule, I think.
Another thought: If city governors were in conflict (I want to build that wonder! No, I do!) the cabinet would have to decide anyway...

Vice president should be 'awarded' to the runner-up of the presidential race, just has vice-deputy duties for the minister posts should also go to the 2nd place finisher in each respective election.
Also, you should note in the list of current nominations that it is SG1 up for Foreign Advisor (aka DiploSpyMaster), as I do believe that SG2 has also expressed an interest in playing but has not as yet been nominated for a post.

What about regional province-governors who stand for the particularistic aspects of an empire. I mean, which citizens will not object if they're exploited for the sake of the whole empire. Like cities just producing units etc. Or areas which are given little infrastructure, not linked with roads, no mines or irrigation- hell, they got to have someone who speaks for them!

Yeah, but he looks at the overall aspect of his decisions. I'm talking about those forces in a nation that absolutely can drive a government nuts, who just look for the benefit of their own special province and only partially have an eye for the whole thing. ("We want a temple and we want it now!")
There could be made something like: When a city is rioting, for the coming 20 turns a governor makes the decisions for that city and its units and settlers without direct interference from the central government.
