Foreign Minister..

Okay so I started this huge map with 16 civ and when I open the foreign minister it shows only 8 of them.. where is the other 8? Do I miss something?

Yes, you're missing something

Shift-click on the head of a civ leader, and you can choose to replace it with the head of another civ leader which is still not in the screen.
