A Possible Civ 4 - Corruption
Actually it's not just Corruption (loss of Commerce) it's also Waste (loss of production). So lets make Corruption simple..

Base Corruption:
Capitol

within 3 squares 10%
within 6 squares 30%
within 9 squares 50%
within 12 squares 70%
within 15 squares 90%
within 18 squares 110%
over 19 squares away 130%

Maybe for large maps Corrupt "rings" should be 4 squares apart, 5 for Huge maps, and 6 for Very Huge maps

On another continent from capitol +30%
Every citizen belonging to a civ you are at war with -10%

How to fix?
Monarchy/Communism -10% Corruption
Republic/Theocracy -20% Corruption
Democracy -30% Coruption
WLTFD -50%

Technology:
Code of Laws -10%
Nationalism -10%
Electronics -10% (Bugging, Camera's, etc)
Espionage -10% (Spying on your own people)

Build:
Police Station -30%
Courthouse -20%
Dungeon -10%

How about this...too simple?

If i recall my math correctly you can´t get such things as corruption above 100%. Where did you plan to take the extra 30% from?

More than 90% corruption basically means all but one sheild is lost to it.

because you can decrease it by building stuff and such, and 130-60 is perfectly sensible. well, as sensible as 70% corruption can be
