Build orders for Capitol city
OK citizens! Now that we are going to have a new capitol probably this first turn, I ask you, what should we start building there? The options are based on the starting technologies, listed by the President in the thread In the beginning... - Alphabet, Code of Laws, and Pottery.
I personally recommend a Settler, to get our Expansion Minister busy.

I'm afraid I must agree with the military advisor, even if for other reasons......
Untill we explore the surrounding area....we can't make the best and most informed choices about new city placement. I'm also aware of the difficulties of martial law, so my personal suggestion is 2x warriors then settler (unless the hut happens to give us a unit, then x1 warrior, settler)

 We,the supreme leader of our emperial army, agree with the proposal of the minister of trade ...I want WARRIORS  and that for 2 reasons
1:We need to defend our cities against Barbs and Foreign troops.
2:To boldly go where no man has gone before. and tip huts like hell.
