I'd be willing to change my vote to break the tie...
For practical purposes, the minister in question would break a tie with his proposed course of action. He'd be the right one to take responsibility, as he is minister of that topic.

Well, I think so to, but some things might invonlve more then one minister. (IE change of sci/tax/lux rate)
