Mainly because it's already running for quite some time, before we knew anything about the official expansion. Moreover, it shall allow people who don't own PtW to play the new Civs.
It's sad that everything goes so slow by now. It must be my tame moderation 
What I'm currently doing is looking at Civfanatics for custom units I can use for the UUs. Still ~half missing...
