Hey, this will probably generate the same result as last time. However, the advisors are members of the cabinet, and one could say that the cabinet won last time.

In subjects like wich science to develop, in case of a tie, the minister in question (Science) will decide. In those cases where you have to change tax/sci/lux rates, the cabinet will decide, but they might be constrained by a presidencial veto!
