Looking for patch 1.16

I am New to Forums but have been playing Civ games for years, I just installed the new patch(1.17f) on my xp computer and now it won't work, My cd-rom is broken and I can't reinstall, does anyone know where I can find the previous patch(1.16) so I can download it, and will it fix the problem.
