More specified would be more interesting- say you have 2-4 choices and each yield different shields,trade, and/or food production.

DC, I've already mentioned this before as an element in the market system. I said it would be possible to develop plantations in order to allow a city to export the commodity for profit. So there would be raw materials, commodities grown on plantations or ranches, and manufactured commodities.
