Can someone help me build a Scenario?

My Scenario is about the events of Sep/11/01 and the war on Terrerisom, I got the map just need to know how to build the city and the thing in them, if you do know how to build a scenario please e-mail at praski008@yahoo.ca, if you help me and the help works you'll get the scenario(but for that to happen, your going to tell me how to do that to

You might want to head over to Scenario League and get your feet wet in their scenario tips section. That should tell you the basics and everything you need to make a scenario.
