All your base are belong to us, was some wierd thing the AI says to you in diplomacy. I thought it was very strange when I saw it and presumed it to be a silly error. I laughed histerically when i saw it in Vel 'For the Glory of Rome' story.

Yes... but after examining the link that Flight posted above, it appears that the Firaxis programmers were simply throwing a little "inside joke" out there...
Which means that the reference I saw in that Horse Racing game I play online could have come from anywhere... not just another Civ3 player..

I think that "all your base are belong to us" originally surfaced when a certian high profile website was defaced

The phrase "All your base are belong to us" was originally from the game Zero Wing, which was badly translated into English. Following is the actual conversation in the introduction, containing the AYB phrase.
In A.D. 2101
War was beginning.
Captain: What happen ?
Mechanic: Somebody set up us the bomb.
Operator: We get signal.
Captain: What !
Operator: Main screen turn on.
Captain: It's You !!
Cats: How are you gentlemen !!
Cats: All your base are belong to us.
Cats: You are on the way to destruction.
Captain: What you say !!
Cats: You have no chance to survive make your time.
Cats: HA HA HA HA ....
Captain: Take off every 'zig' !!
Captain: You know what you doing.
Captain: Move 'zig'.
