Can you actually afford 800 gold/turn? If you can't the AI will not accept the deal.

Are you earning more than 800 gold per turn? If you offer more gold per turn than your current income, the AI will "never accept such a deal."

The reason it says "They would never except such a deal" is because you put forward a deal you can't afford.
As soon as you start suggesting deals you can't afford, the response from the AI immediately goes to "They would never except such a deal"
Try something you can afford and i bet their responses get closer to accepting...
Plus maybe they just don't want to give you their World map?
