If I understand your role right, you are an advisor, meaning you give the president advice what to do in a particular situation. Play the game does the president, not you. That means, he has to support you with needed information before, which may include a picture ("tactical map"), a short description or both.
And if the answer is so clear, why did you initiate such a poll then?

so that's what it is just because of a cynical reply in wich I wanted to show the opposite site of the problem.(btw I absolutely don't care if you said yes or no,I only care about the final result off the poll.I agree that it's not necessary for the citizens to have the save,but it really makes it a lot easier if the cabinet could make use of it(it should speed things up,believe it or not).We'll call it a tyranny game when the president starts using the cabinet as someone using the civ2-High-Council)

I think that only cabinet members should have the game, include when need to sub-department heads and governors if we use governors, but it would be unnecessary and to easy for anyone to cheat, but I think that cabinet members need the game to do their job as good as possible!
Where can we get the game? As of for a few days the cabinet include me can use the game to get information not to play!

It appears the ministers will get the game. Regarding cheating - even the ministers could do that. We must play on our honor and not cheat. Knowledge acquired only by cheating would become apparent soon enough.

Once a minister has two sub heads...
Once a minister has two sub heads they should not be able to see the save. This sounds obsurd, but it isn't.
In a large nation, such as the Roman Empire, their head of agriculture wasn't able to travel the entire empire, he was forced to trust his advisors and coordinate their suggestitions toward the Emperor. That is how we should approach the game once we have a large empire. and we will have one.
The sub heads shoudl view the game, make polls, give citizens decisions, and reap their views through polls. The they tell the head of their department what the nation wants to do. After each sub head has talked to the minister, he/she will report to the president and he/she will play the game.
Well? Sound good or obsurd?
Waits for the masses to yell and scream....

Yes, but the Roman empire had more than 50 citizens. If we have sub-ministers, they should answer directly to the president. No primary minister above them, as this would take up a citizen to relay info to the pres that could more easily be sent directly. That is, have three ministers of city planning (each with a province), but no fourth one to compile info.
