Fascist Patch
I recently downloaded this great patch that adds the Fascist style of government to Civilization 3. This government is a great government!
It makes money like a democracy but has war making abilities like communism.
I strongly urge anyone who likes war and money in their game to try this patch out.
After you have give me some feedback.

Sounds kinda like an "uber government" with no weaknesses. Could be fun to mess around with, but it kinda removes the need for any other government once you can switch to fascism, doesn't it?

What are the weaknesses, if any? If there are none then it eliminates some of the challenges of playing Civ.

I think that type of gov't is too much powerfull!
I also created my own fascist gov't in my games, I set it like this!
Requires: Nationalism (that now is a more expensive tech)

That way the fascist goverment is really strong in the center of the Empire or for very little nations, but once the state grows too much you must switch to Democracy/Communism!
That way you can simulate a very strong nationalistic sentiment that of course expire where your boundaries are too far away mixed with other cultures or in city with not your native people!
It also give the chance to small civs to build big armies, have tons of gold and that way have a chance
I didn't change any civs to favor/shun it yet.... I'm still testing it!

Actually hannibcannib is technically correct in his spelling of Fuehrer. The reason is that the North American keyboard does not have a u-umlaut (that's the u with two dots overhead) and so the equivalent is a u followed by an e. In german Fuehrer is spelled without the e following the u but the u has the two dots over it.
If anyone knows what the key combo is for the ASCII version of the u with the two dots over it than there you go.

Fascism isn't the same as totalitarianism. Stalin was a totalitarianist (what a word...). Totalitarianism means that the state sets out to control each and every part of the lives of its citizens. Oceania, in Orwell's "1984" is the perfect totalitarian state. It's free of ideology, so to say, and merely a style of government.
Fascism is an ideology that stresses national unity, racial purity, the inferiority of other nations and intensive state propaganda in all media. The most unique traits of a Fascist government are that it is centered around a single strongman (Der Fόhrer, Il Duce, Caudillo etc) and builds a militaristic cult, basically glorifying everything that has to do with war.
I sort of made a Fascist Civ government with
- the standard terrain bonus like in Communism
- cash rushing
- a huge number of free supported units
- very low culture-flip-modifiers.
- Diplomats and spies are reduced to conscript level
- 5 military police
- high worker efficiency
- no war weariness (duh)
- corruption as under Republic
- required advance: Communism (Yeah this sounds dumb, but communism and fascism are both modern phenomena and have more in common than advocates of both ideologies think.)
- 3 drafts per turn (fanatical resistance)
Unfortunately I never got to playtest it... :-(

Arrian was right, a government NEEDs to have a downside, something that could prevent you from using it, otherwise its just a given that you will use that government. As posted by Herr David, the only downside to it is "Diplomats and spies are reduced to conscript level"... Like anyone uses that anyway!!
