Patch 1.16 and before, it would be communism followed closely by despotism. Pop rushing.
After patch 1.17, Republic would definately be it. It has virtually the same money-raising abilities of Democracy, but trades off the ability to have faster workers (just get more of 'em) for the ability to stay at war with half as much war weariness. Much more than an even trade-off.

Habits are just so hard to break... I've been automatically going to Democracy due to Civ2, but Republic is clearly the place to be.

For any religious civ:
democracy !!!!!!!!!!
--> when 'briefly' warring switch republic ; when world warring switch monarchy.
If not religious (most civs haven't):
definitely republic (war weariness influenses too hard on democracy)!

As soon as most of my towns hit city status: Monarchy. Post 1.17 I refuse to research. It generates enough gold to buy all the tech necessary & hurry improvements. 0 lux tax, 0 war weariness, can declare wars, military support, Military Police -> easy WLTK -> less waste, 0 Universities & Research Labs & Colosseums (unless I need the culture)...
The best part is less micromanagement. With the MP, cities rarely hover on disorder. I've gone to war with Monarchy & stayed at peace & been successful enough either time without many headaches on how to generate wars, stop long wars & keeping citizens from going unhappy.

hannibcannib, that government isn't balanced - its an uber-government with no downside, therefore no strategic choice to be made. You either use that government or use another government and suffer penalties.
As with the current system, there is a choice between Republic, Democracy and Communism. All three offer something that others don't, all three have disadvantages that prevent them from being the dominant government (just look at the pole). If you get the best of both worlds, what is the point of even having the other governments??

so true, Is there a point to even playing if you dont have a worrie in the world if i had facism I wouldnt even have to change governments I could just sit happy on the same thing for the whole game. There is no stratergy behind that and that is just one of the resons i droped Civ2 to play CTP and CTP2.

What's the deal with pop-rushing and Communism? I heard that the new mod has downleveled the power of Despotism and poprushes. Is Communism similarly castrated?

Pop-rushing itself has been castrated, thereby affecting both Despotism and Communism. Before, pop-rushing got rid of your unhappy people first, making your cities happy if you didn't let them grow much.
Now whenever you use the pop-rush, the happy people go first, leaving the unhappy people. Also the unhappiness lasts for 40 turns rather than 20.
One way to go around this problem is to create an entertainer city, where the sole population is an entertainer. Feed foreign workers to the city, rush them, get many units.

you make lots of money just like a democracy, however UNLIKE a democracy you can support free units, you suffer the corruption of a republic, you're immune to techsteal, you have a higher draft rate AND ON TOP OF ALL THAT you can use military units to "create" happiness. The research rate isn't as good as a democracy but who cares, with this kind of government you can jack your science rate to the max and still make money or even better yet just create a gigantic army and wipe out the AI.
In summary you have a government that has the strengths of democracy and communism with the penalties of a republic.
Sounds unbalanced to me, but that's just my humble opinion.
