Since there is no differnce in unhappiness for big cities regardless of way how unhappines is calculated.
My guess is that turn penality should be 20.
So far I had no big problems in my MOD (patch sug. MOD)

This could be too powerfull in despotism (if you choose 30)
Like building granaries for one pop, or Chatedrals for 1pop & 10 shields.
But,
Would PERFECTLY fit COMMUNISM.
Normally Factoy needs (200 shileds) 9 pop.
If chaged (to 30 instead of 20) it would need 6 pop.
2 pop for Infantry, 3 pop for Armor.

I would like different effectivness of pop rushing in various govenments.
