Arbitrary design decision by Firaxis.
Suppose they figured that instantaneous movement of workers and settlers via air would be too unbalancing in the player's favor.

And yet strangely I can airlit armored and mechanized infantry, but not radar artillery. Let's ask why for is that too?

Can't airlift cruise missles either, IIRC. It is GOOD to have transports (with necessary escorts) available wherever they may be needed.

Supposedly, the AI is equiped to handle mods, but from what I have seen there are deficiencies.

I thought it was because firaxis was thinking populations in terms of millions of people, and since a worker represents 1 million and settler 2, that airlifting that many people would be unrealistic. But then, so it inability to sink ships (OT).

Because Firaxis SLAPPED TOGETHER the mod.
According to the original mod, you can't airlift leaders either. But you CAN airlift cavalry, tanks, and even war elephants!!
Nothing better proves how Firaxis threw that mod together than the image of huge numbers of horses, fifty ton tanks, and elephants cramming into airplanes!

Maybe they couldn't get the AI to utilize those aspects correctly, so decided to handicap the player from using it as well?

It obvious.
Someone was programming late in night. He fell asleep on his cot as programmers often do late in a games development cycle. He awoke with a clever brainstorm.
'Hee hee' he cackled.
He had a great joke for the game. Elephants and 70 ton M1 Abarams will be air transportable. Settlers and leaders will not be. The confusion will keep players from noticing the way the AI wants to plant settlers everywhere.
An added bonus will be that the players won't be able to do the same exact thing as they will want to use airlifting to plant settlers in the Arctic. The frustration will force them to sell the games on Ebay allowing Infrogames to by them up cheap and save money by not needing a second print run.
Its an evil plot by Morris in collusion with the French. Whenever something makes no sense the answer is always clear. The French are responsible.

I don't know... A settler represents 2 population points, or 30,000 people. You would need many planes for that.
Agreed that leaders and artillery should be able to fly though.
