Scenarios are games in a specific state. Real scenarios can't yet be done for Civilization III as the editor won't allow city and unit placement. However there are one savegame scenario in the files forum. Hopefully the next patch, which will include an updated editor, will have better options. (At least civspecific starting locations)
Maps are mostly just premade maps, as world maps, but some of them also have rulechanges.
MODs are edited rules which changes the way you play the game.
MOD packs are combination of MODs, often with graphic changes and so on. A MOD pack can make the game totally unrecognizable. It can sometimes be hard to draw a line between MODs and MOD packs.
Hope I got everything right...

Gramphos, thanks because your very clear explanation, only I like to know if these Maps, scenarios and Mods are .BIC files which will become .SAV files once are saved into Load Games files. Then I cannot edit them in the editor? Only .BIC files can be edited?
Excuse so many questions, and newly thanks very much Angel

Maps are always BIC files loaded as scenarios in the main menu. MODs are BICs, but some includes other files as well, and some are to replace the default rules. See the readme for the MOD you want to use for info on how to install it. The Scenarios that we hope to see in the future, when we get a scenarioeditor from Firaxis will most likely be BICs, but as for now the only scenario is a save game.
BIC can be edited in the editor, but only changes made to civ3mod.bic will affect the games currently running, not started with other BICs.
