Ooh. I like the idea of attacks outside of the owners territory giving an option to declare war, rather than automatic war. Of course, the AI would not waste many chances using the option I'm sure.
You also have a point about how maintaining a colony amidst another civ's borders could, and should lead to tensions. However, there are historical examples of it aplenty. The experiences of China and Africa during the Colonial era are good ones. Not every dot on the map was, or became, a city. Of course, Hong Kong is an excellent example of how an Outpost can grow into a thriving metropolis also. I might go so far as to say that you should be able to build an Outpost in another civs territory, and they should have the option of declaring war (not automatic).
As for all the other good comments. What I was trying to do was come up with ways to make *colonies*, or outposts/work camps if you prefer, a bigger part of the game. Some people seem to be disappointed with their role.
I personally don't see the harm in more flavour.
