There was no Washington, DC before we built it as our capitol. It was done that way so that no state or city could claim pre-eminence over the others.
If Washington could not be rebuilt in any reasonable amount of time, another block of land would probably be donated from several states and the new capitol built there. Following the logic of the original location, the land would have to be more-or-less unoccupied, and centrally located. I'm thinking somewhere bordering Kansas.

TMM: Good point. You would have to have a lot of pre-existing transportation infrastructure, though, nowadays. So that's why I chose St. Louis.

I nearly put in 'the Kansas City area', myself. My parents live there now--lots of nice, big highways and rail links without a hell of a lot moving on them (the highways, don't know about the links). Airport's small, but could be expanded. Lots of open land for development.

I like the idea of the US capital in Las Vegas....the Capitol would be in the MGM Grand pyramid, the WH in the Sands, Lincoln momument next to the giant cowboy....Would sure make visiting more interesting, + congressional whoring would be legal!

I'd say Chicago, but realistically Denver has the most federal buildings besides Washington, so it would probably move there.
If you're living in the US, check out this list to see if your state has a chance of scraping by.

I would vote for Philly for the historical reasons, or maybe Boston or Annapolis.
The problem with this hypothetical is that all of these cities would have been bombed anyway. My guess is that it would end up being something like Fairbanks, Alaska, Des Moines, or something with little strategic importance that nobody would need to bomb anyway. It also neglects the fact that it would be a long time before having a true capital would be possible. Our shadow government is almost definitely located somewhere in the Appalachians outside of Washington, and they'd stay there if needed.
