Apparently, it's their main concern in the patches, and it's their main concern in the coming one.

Depends what you're demanding from it... It currently only edits maps and rules, and except some big lacks (civlization-specific starting positions), it does this fairly well. But it is not hard to make scenarios, it is impossible : you can't place and edit a city on the map, same for units, science the civs have etc.
They implemented it because it is much better to edit rules than the rules.txt of Civ2 : you can now change the function of buildings, add as many new governments as you want, change the abilities of units, terrain, workers etc. in some clicks. I truly thank Firaxis to have implemented this editor, so that I tweaked the game, and play happily with it.
Now, that doesn't mean the editor is perfect IMO : there still lack plenty of small things and some big ones. I think Firaxis (and esp. Mike Breitkreuz) are aware of this.
