help please - unable to build railroads?

I've got the steam advance, and various access to coal and iron, but can't build railroads. Can someone advise me please?

Are the coal and iron connected to your capital?

mmm... various access. Do you mean within your territory or in trading?

If you're trading, check your trade advisor screen, make sure you're getting iron/coal. If not, I'd say goto war for some or just quit the game. I do when it's impossible to build RRs.

Thanks for help - the problem seems to have been road connectivity of coal/iron to city
