what Sirotnikov said is not a bad idea. i was thinking like:
settlers can NOT buld roads, et al. but engineers can. engineers would come earlier in the game - like with mathmatics - and until that piont you can only use PW around the city radius.
think of it as the towns people picth in and help build until the knowledge is available for an engineer to exits, upon which time the engineer would take over the duties as a career, that the towns people were doing.

Interesting.
But in a later time, with the discovery of say, big trasport vehicales (stupid example), you could use PW to build road.
