1.17f bug: right of passage

Playing 16 civ game. 9 other civs are known to me. I get Literature from a goody hut. No other civ has Literature. I establish an embassy with Iroquois and make an ROP agreement. Next turn, no other civ has discovered Literature or has made contact with a previously unknown civ. Iroquois now has ROP with Russians and French?! Why do I keep playing this game?

Writing (and establishing an embassy) is what makes ROP agreements possible.
