If Russia has so great an affinity for the Poles and Wends, Berlin will gladly finance the peaceful and voluntary relocation any family of such ethnicity that wishes to move to Russia.
(Historical aside not related to the game: This is not to say that in real life history that the catholic Poles would want to move to Russia, the most orthodox, autocratic, and backwards country on earth. Nor is it to say that the Germans wouldn't like to be rid of them.)

My Good Comrades,
Some of the Nations represented here today have, in the past, dismissed Holy Russia as being a backwards Sovereignty. Well, I am pleased to tell you all that industrialization and modernization continues apace in Mother Russia. More factories, mills, and railroad lines are completed every year in our greatest-of-all-Empires. Holy Russia has begun to pursue a policy of expanding international trade peacefully. Towards this end, our industrial might has been thrown full force into producing freight.
I also would like to take this time to inform you all that the Imperial Navy is performing a training operation in the Eastern Mediterranean. This should alarm none of your governments and it should conclude next year. A more serious matter has been the level and nature of the rhetoric issuing from Sweden concerning the Finnish peoples. I would like to remind the League that Holy Russia has sworn to protect the Finnish people in our Warsaw Pact. His Most Excellent Imperial Majesty, the Czar, has directed the Imperial Navy to completely blockade the port of Calmar. I am here to inform the League that the Swedish nation, only in existence for less then a year, may not yet be ready for self-government. They are taking the path that will make them into a rogue state, forever threatening the peace of the Finnish people, Holy Russia and all of Europe. I have to tell you now, I have come to you today to seek the League's approval for military action against Sweden on the part of the Empire of Russia. If any member objects to this, I can offer ample proof of the case I have just made. These actions will take place as early as next year. At your nearest opportunity, inform me of the League's decision, that I may pass it on to His Most Excellent Imperial Majesty. The safety of our people in Finland depends on your opinions.

The sultan cannot help but be alarmed by the Russian Navy's closing of the Dardanelles and its complete encirclement of a Turkish battleship off Izmir. Accidents or not, I demand that these two actions cease in the next turn.

I would like to bring to everyone's attention the previous agreement that was signed on the Dardanelles/Bosporus: that Russian and Turkish traffic through it will be freely allowed unless it causes blockage.
Also I am issuing a vote of no confidence in the League, and propose new elections be held for Secretary-General. I nominate myself as candidate. We need a leader to settle disputes like this before they get out of hand. The League should have a more active prescence and be strong. That is what I propose to accomplish if I am elected. But first, we need another vote of No Confidence to get things rolling...

Actually, I thought we had agreed to some loose constitution , but then again you weren't here for that.
Here is my understanding of what we drew up: the first SG was decided by election with plurality of vote for an unlimited term. You can hold a vote of No Confidence which has to be confirmed by another member and then it goes into elections again.
So I just called No Confidence and hope someone will confirm it so elections can happen.

A question to Scott:
In the time we have played you have had 37-39 cities, and this is the increase in the number of units you have. From 1904-1905 your number increased with 59 units. Please explain how you did this. Feel free to check on the saves people. Considering the cost to buy a complete new unit in this scenario, the maths doesnt make sense.
1904: 127 Units
1905: 186 Units
1906: 221 Units
1907: 254 Units

The reason i discovered this is because i play the same game in Civfanatics, and the number of German units where allmost twice the sice of my army in this game. This made no sense at all compared to the other game, so i decided to check his progress for each round.

I really hate it when some asshol* ruins the game. Considering how many hours of gameplay is put into a good PBEM game by so many players.
I hope Scott have some miracle explenation, but i dont see how he could do this unless someone gifted him a hell of alot of units.
