I vote for Canada in the XP

Both American and European, so when culturally linked, they have to deal with America, Iroqouis, France, and England, who are friendly, as well as Aztecs, Germany, and Russia, who are nasty.
Characteristics:

Often - Wheat and hops. No, I mean cars. Oops, I mean hockey rinks and bars... and the Windsor Ballet (ie, happiness buildings).

Anything that prohibits beer.

No, you sure wouldn't want to sign an MPP with Canada! I mean look at all the times they've failed their allies! In the First World War.. oh, wait... In the Second World War... oh, uh, right they were there three years before the US... The Korean War... darn, nope they were in the front lines there too... Vietnam War, all the draft dodgers went to Canada, oh and except that Canada sent more than that number of troops to Vietnam... But the Cold War, what did they do there besides forming NORAD with us... and wait, what was he talking about again? I don't remember but it was obviously coming out of somewhere other than his mouth.

Actually, what happened is that during Vietnam, Canada was in a political war with Greenland (Democratic North, and Socialist South Greenland). Most of the Canadian draft dogers went to the US and got drafted into Vietnam. Likewise, most of the US draft dogers went to Canada, only to freeze to death in Greenland.
Consider it a military exchange.
