Some ideas advocate excessive micromangement, but this takes the cake. Play civ or city, not both. It is one or the other I am afraid. If you meant to do this just for 'cosmetic' purposes, I still think it is a silly idea, because frankly, whats the point?

Whacked up idea
Has anyone ever played Caesar 3 and/or Simcity? I know this is hard, and should maybe be for Civ 4, but how about kind of combining them. Ex. in 110 BC you go on the city screen of New York, size 1. You then can play Caser 3 and plan out exactly what you wanted New York to look like. Maybe 500 people shoud be one civ person. Anyway, let's say it is size 10 by 90 BC. Then you can exit Ceaser and go back to civ, which is still paused. And, you will not see New York size 10 until 90 BC
