Caravan Production Strategy
Your Minster of City Planning is hard at work, thanks to his amazing Staff that keeps pestering (er, advising him) of new and useful ideas. This time, the Staff is suggesting that we organize our Caravan-building efforts (got to have those things) into relay-teams of 4 cities at a time. Four cities will always be kept busy building Caravans, while the rest catch up on other needed items the good of the whole Civ. When those 4 cities have built Caravans, they will turn to other needs, and another group of 4 will take their turn at it.
Let's get a regular production of Caravans going for the greater good of our Fabulous Civ!

Yes, I agree that we should establish a quota for caravan production, to ensure that we always have sufficient workers ready to complete our great projects before the other, less enlightened civilizations.

I would welcome the recommendations of the Trade Advisor. But since he hasn't asked me to produce anything for him, and since I need to keep idle hands hard at work, I am making my best guesses.

Mr. Foreign Minister Hydey - I will definately attempt to get 2 Diplomats into the production schedule (on a regular basis). Hopefully, at convenient points of departure for their missions.

but i have to complain about the use of caravans in wonders, why were we using caravans with goods and not using food caravans??
