Is each patch separate?
Can I download and install version 1.21F only or do I need to find and install all of the previous patches as well?

Sir Ralph is right. A patch contains all of the relative changes of all prior patches.
This is a common question about software, BIOSes, etc.

Apparently a tank was escorting patches 18, 19, and 20 to Apolyton, but a dreaded tank killing spearman jumped out and killed the tank and captured those patches.

The changes in this patch are probably larger than the ones in previous patches, which would explain the slightly larger jump in number. (In my twisted mind anyway)

1.18b to testers. Problems found. Fixed.
1.19b to testers. Problems found. Fixed.
1.20b to testers. Problems found. Fixed.
1.21b to testers. Significant problems not found.
1.21f to Infogrames for release.
b is beta, f is final (release it).
Or something like that.

We went from 1.07 to 1.16 at first, and that was a reasonably large patch.

If you remember, the 1.16f was first announced as 1.14f a week before it was released. We all were a bit confused when it went out as 1.16f then. So it could happen, that they release now not 1.21f, but 1.22f or more.
