It's a poor sword that only cuts one way. Experience can have a down side as well as a benefit. If someone has experience, it also means that the People have had the opportunity to see how the person did in the job. Were the recommendations good, does he offer useful polls, does he pay attention to citizen suggestions, etc?
You can disappoint people or make enemies while in office.
