I'd say let the current VP cast the tiebreaking vote. Since the VP doesn't really have much in the way of duties.

In the case of a Presidential tie, perhaps it should be the current (outgoing) Prez who was final say - naming his/her successor, as it were.
As for a tie for another position, I think it should be the new Prez who has the decision - naming their cabinet.
Anyone agree?

First, I think the new President should decide a tie vote for a Minister position. That will be fair in any future elections, too.
Second, in case of a Presidential tie, the rock/scissors/paper thing will work nicely. The 2 candidates will send their choice to a 3rd party (Historian seems appropriate). The chances of a 3-way tie are too unlikely to worry about unless it actually happens.
It's nice to see some contested elections...
