I'm playing with the new patch for the first time and noticed an obnoxious change. I'm in an early war and have taken several enemy cities. In the past, whenever I've taken a town, I've been given the option to raze the town or install a new governor. Now when I win the battle the town is automatically razed. Does anyone know why this might be happening? It's putting a real crimp in my strategy.

This was also present in past patches. If you take a city that is size one and has not generated any culture, then it just disappears. If it is either size two or has generated enough culture, then you get the option to install a governor or raze the city. Hope that helps.
