But a few remarks still (mostly nitpicks)...
The title graphic looks stunning, but where does that forum (?) graphi come from... Certainly not from Civ2! 
Could you have the forum link, link straight to the SLeague forum?
Why did you spell Civilization II with an "s" (I know it's the correct English-English spelling, but that's not what the game is called)?

Also the layout is fine, I only think there could be a bit more contrast between background and text (perhaps background brighter, text darker - or even black?)

It comes from C2.  Civ2 doesn't have that many stunning graphics of the appropriate size...

Reviews and tips are some of the things that you could do. I think we'll accept submissions for Civ2, Civ3 (please send all of those to [mail]WarVoid@aol.com[/mail]), CEvo, and EU2.

That new color scheme will take some time to get used to (what happened to good old white and blue?). Nevertheless, very good work.... (nice borrowing of Caesar II graphics)
And I still have SLeague as my homepage. DOn't ask why, it just is.

I dunno about the color scheme myself. It's, uhh, Middle Eastern, which is good... I think...  At least we're keeping in tune with the Mediterranean theme...
I changed the title pic too. Can't be using Caesar II graphics for a Civ site now can we? I yanked something from ToT that matched the current scheme pretty well.

Oy. If you are using Netscape for hardware reasons, please upgrade to http://www.opera.com/; otherwise, please upgrade to http://www.mozilla.org/.
A site that is compatible with Netscape 4.* is hard to make and unpleasant to maintain, but feel free to describe the exact problem. I am guessing it lies in Netscape's CSS support.

Yet the term "vedas" is very un-Mediteranean...perhaps the "Oracle" or some such term would be better...

I have no idea. I pulled it off a list of avatars from another forum I used to post at about three years ago. When that forum folded, I customised it for my own use. Dunno who it is or where it's from, it just suits me.
