Governors
Okay, I've been playing Civ III for some months now and I'm thinking it might be time for me to use the city governors. Do they help? Would that avoid the problem where I choose to build something and then change my mind only to find that what I really want to build is stuck two down in the queue and I can't change?

I'm fairly certain you can change the queue. I find governors somewhat useful for civilian management in the later years, but in the early years of Wonder-building when sometimes every last shield counts, I prefer to manage the affairs myself. But if you're the sort of "I don't like micromanagement" type, then the governor's the way to go.

That's what I mean. Would I use the governor to change the queue? Otherwise, I've not been able to figure out how to do it.

You can definitely remove items from the queue. I can't remember how. If all else fails though, click on the item and select something else, and the item you want to build will be replaced in the queue.

Maybe this is a bug in my version but that won't work for me. When I click on the item, the list displayed has the item I want to produce in light type, much like a WOW when another city is building it.

It's not a bug. Select the item you want from the queue list instead, and when you see it in blue, hit delete and that will remove it from the queue.

All together now... aaaaaaaahhhhhh. Thank you, Dom Pedro. I'll give that a try. But I still think I'll look into using the governor also.

I don't know why this never occured to me before, but shouldn't the governers really be mayors? Governers run states and Mayors run cities (at least they do in most of the US). I really shouldn't post this it might end up being the focus of the next patch
