If you look at some powergraphs you see that i goes up and down at the end of the games (is "oscillating" is the right word ? I don't know, sorry, I'm German).
Perhaps it depends on your population: if you've got more than 330.000.000 people you will start again with 10.000, but then it will grow again. And if you reach the 330 million limit - again 10.000.
So my question: Supposed I've got such a game - when should I finish?

The PG proves nothing. It's just a very very very rough guideline.

Your final score (number of points) is not influenced by the population bug. (since it's based on faces, not pop)
