First. The swastika was and is the emblem of the nazis. It's use in a political context will unmistakably be seen as to do with nazis since the 1940s. Flags are political. It's a good bet Grrr!! did not intend a NA Indian or a Hindu message with his avatar.
Putting a red Maple Leaf on another flag could very well be interpreted as linking that nation with Canada. Probably wouldn't cause too much offence though.
Prohibitions against an ideology are seldom racist. Not all Germans were nazis and not all nazis are or were German. Ideology is not inherent in the person. People may accept or reject a notion as true or valid. Rejecting the ideology is not rejecting an entire race, usually.
