Maybe simply giving them a early submarine "U-Boat" type unit, would establish them as rulers of the sea for a few turns...
And the problem with the countries you mentioned is they do not exist in Civ3 by default...

hi ,
it would be nice for scenario's , and even better if there where 2 UU's at least for each civ .

The civs that expand the fastest are the industrious civs. "Expansionist" isn't necessarily a weak trait (depends on map settings), but poorly named in the sense that being expansionist doesn't speed up your expansion (unless you use that starting tech, pottery, and build a granary or two).
Russia tends to be weak in the games I've played because I usually play standard/continents maps. On those settings, Expansionist is weak. Scientific is a so-so trait, and the Cossack is a so-so UU. Plus, I normally play with cultural linking on, and poor fat Cathy starts next to the mean, nasty, demanding Bismarck man. More than 1/2 the time, he beats up on her.

Hmmm...well, not to burst any gigantic bubbles here, but I can't say that Russia, America, Zululand, Aztecs, or the British are always small. In fact, in my latest game (I play Germans) on huge map with seven civs, I've reached the Renaissance, and I've located everyone else (I've even started colonizing Greenland and Iceland from my home base in central Europe). Of the expansionists, Hiawatha, Abe, Lizzie, and Cathy all own huge chunks of land, though I am still top dog. Hiawatha controls all of South America and part of Central America, Abe controls the whole of North America and some of Central America, Lizzie controls Australia, Polynesia, and even parts of the polar caps, and to top the whole thing off, Catherine controls all of Africa, parts of Siberia, the far east, and China. And I don't even got a patch!

Right-O...I would help them...but as of late, some Rooooskies have been crossing my borders, as had the foolish, lately departed Romans, and now I might have to show them what's what, etc etc. Ah, Civ War is a many splendored thing...The trouble is, Russia, in direct contrast to this thread's title...is huge.

I must go for Asians on this one. You know, Koreans, Japanese, some from Hong-Kong, they're horrible when trolling.
Sidenote, russia tends to be quite the annoying city-spammer it used to be in the other civs in my games. Wiping them out in my Dominatrix-game took the longest for sure.

Well, considering...
Russia includes an assload of land that's nearly uninhabitable...
and
Russia has a population half that of the United States...
and
Russia has a current negative population growth trend...
Why should Russia be huge? Why aren't Canadians in the game, since their country is so huge (and largely inhospitable in places)?
If you just want to watch a replay of history, go turn on the History Channel.
If you want to see if you can make Russia into a large and dominant empire with better management, then play them.
But the Germans in this game don't automatically lose every war, just because that's how it was in history. The Americans don't get to win, just because of their hyperpower status now. You plays the cards you get dealt. And that means the Russians don't get half the map just because they are large NOW.
Sometimes, you win, sometimes, you lose, sometimes, it rains...
