Starting locations out of control
I recently installed the 1.21 patch (previously used the original version out of the box) and can no longer use the placement tool I download off of this site about a month ago without an error window coming up without any text. I am using the same map and placement file I used before.

In the editor, the properties for the tiles with starting locations all have a drop down box that list Rome but all of these drop down boxes are inactive. There must be programming to use these drop down boxes to set up realistic starting locations but I can't figure out how to make it work. I am really frustrated with starting out the USA in Africa or Asia. How can I make starting locations realistic?
