Speeding time up is as simple as pressing the number keys.

What exactly is it that you have problems with?

As for winning the game, I did it by saving whenever I was going to make a risky move.
This game isn't enjoyable if you don't like statistics.

To be honest, I can't remember very well how that stuff worked (only that I saved as a madman ). Isn't there something like "reputation"? That stuff was pretty reinforcing, the worse it was, the more difficult it was to get a deal through, which in turn damaged your reputation, and vice versa. So unless you like saving and reloading, it's advisable to only do something when you're fairly sure it will be accepted.
For the rest, it's a matter of logic (like not bombing a tranquil and respected country or giving economic aid to Switserland) and luck.

I don't know how you're supposed to win, I never bothered with it either because I felt more like watching statistics.
