Welcome, timmy2tone69! Do you mean that you would pillage and reduce the improvements around Thebes? It's an interesting idea. Laying seige to cities in Civ2 is not often done, but it could have possibilities.
I think the problem with that is that, if you take the city, then you have to rebuild all the terrain improvements. But, we *will* have Engineers by then, so it could be a possible approach. Perhaps you could describe the units we should use in that idea. I welcome any innovative suggestions...

 Perhaps we should move that proposed peninsula city site one to the NW and get 2 Silk...
With Magellan, I think we'd still have enough movement to get our attack fleet to the shores of Heliopolis in one turn.
BTW, what other city names are still on tap?

And we are engaged, with Egyptians, in operations which should be a Kriegspeel (but this damned crusader doesn't let us conduct the war so !  )
And beware not to loose a WoW if a city is destroyed !

If we move the city site 1 NW, the attack will take an extra turn (not unreasonable), but it will require us to leave our Crusader-laden Triremes vulnerable out of port to an Egyptian attack and that does concern me.
What if we just relocate the city afterwards?
Our Crusaders from the Triremes South of the Penninsula will not be subject to land attack 1 SW of Heliopolis. They will disembark the Triremes to that square and attack in the same turn (just like at Elephantine/Shade).
I don't think there will be any Egyptian units along the penninsula. They moved a catapault from there when we took Elephantine, and I think they would have returned any others from there to defend Heliopolis.
But, one of the Triremes will arrive there 2 turns before the Settler, so we will have advance warning. If there is something there, we will have to deal with that. We can't know everything ("All battle plans become obsolete upon contact with the enemy"). Heck, we might even discover Pi-Ramesses there!

Still, I have faithfully followed the will of the People, and plan to continue to do so for the rest of my term. Even when faced with a game situation not foreseen by polls and discussions, I first think to myself "What would the People want me to do"!

I think settling a city on the blue spot is the safest approach, provided no egyptians are patrolling the peninsula. If they are, we should just sail around and risk encountering a trireme.
Nothing is guaranteed to work perfectly - settling the city could draw an attacker from Heliopolis onto our targeted landing spot. Remember that the AI knows the whole map!  If that happens, we would be left floating at the end of the turn, or wasting one attacker to kill that unit...
Settle the thru-way city, rush the crusaders thru to the red X. Remember to also move the musketeer into the forest outside the city, too. That will be our new defender after we capture the city.

Um, basically weekly, I think. It has varied somewhat between Presidents. You will see a request for Ministers' reports when it is getting near.
