Get rid of "I'm moving into your space so I must be attacking you" syndrome
One of the beefs of just about all these Civ-type games is the assumption that if you happen to be moving into another unit's space, you must be attacking them. Why can't we be just passing through? Particularly with aircraft, this is just not reasonable. Why can't we be flying overhead? If you're in plane allowed to move upto 16 squares, you shouldn't have to avoid ground units. As you move over them, you should get the option of whether or not to attack them or move on or even stay put. Furthermore, why can't units from different civs share the same tile, particularly if they are allies, in which case you could end a turn with different civ units in the same tile. This would, of course, radically change the ZOC rules.
