My understanding (Hah!) is that the one quote means "Again I say, [the] Carthage [-inians] must be destroyed!" Cato urged daily from the Senate floor for months or years.

I believe the other says, "Carthage is destroyed!" Somewhat different. I've seen it written another way, too. Can't find it, though.
