COOL! Does that mean there will be a UN kind of like SMAC's council? That would be great! You can declare sanctions against a country, etc.

I sure hope this isn't like most games version of "elect the supreme leader". Those usually depend on gaining the most votes based on increasing your population (and thus industrial/economic base and thus power) - which really isn't a diplomatic victory, it's just another "production/industrial capacity" race. Basically the same thing as how to win militarily or the space race since you need production for both.

I'm not sure how to achieve a diplomatic solution, especially with stupid AI, but one idea might be to make better use of the reputation concept. Keep a stainless or less stained reputation, as well as being well-liked in the present.

Another idea might be that to win, you don't need to be just elected once BUT once elected you must 'prove' your worth as leader by leading the planet for say 10-20 turns or so and substantially improve a certain aspect of society or something- maybe prevent all wars by diplomacy for 10 yrs, or reduce poverty by 50% or pollution by 50%(eg. reinforce Kyoto protocals) or something like that?

OR, another idea might be to get all the countries to unite to build a MEGAWONDER. (e.g. the ISS, I know some people don't like it and call it a waste, but if its scientific/economic return is poor, its diplomatic rewards are substantial).
First task is to get all these competing countries to agree to build it, and then you have to make sure they complete their agreement without killing each other.

As long as you need EVERY other nation's support to be elected UN Secretary General, it should okay. It shouldn't be modeled on SMAC's population percentages (since you could vote yourself in with every other nation at war with you), and if all nations aren't needed then the naysayers should declare all-out war on you and the game won't end until you or they are gone.

I also think that "keeping the peace" or proving your worthiness in some fashion for x # of turns after elected might be a good idea.

I like the idea of a diplomatic win if you befriend absolutely everybody and can persuade them to agree with each other, too (the main reason why some countries oppose motions is because their hated enemy supports it, irrespective of its merit.) I would not like to see the UN able to issue damaging sanctions of any kind just through majority voting however. It should be a victory solution, not another way to fight your enemies.
